The over-establishment of car-sharing services meant that electric cars piled up in many places in China. It made electric car haters here at home holler and conservationists despair. But what actually happened? - And could the same happen here?
Car cemeteries fascinate
One of the most fascinating things a car enthusiast can experience is exploring a car graveyard. We have been to Båstnäs in Töcksfors, but there are only old cars there. What about new cars? Cars that can be driven. "Urban explorers" are constantly discovering places where fully usable cars are left to the elements. From time to time, photos from China appear on social media of electric cars parked in a field surrounded by weeds. Of course, that has caused electric car haters to triumph with comments such as: "Nobody wants electric cars" or "Electric cars are rubbish". But the pictures are not what you would first think.
The story of Pand-Auto
The white cars with green decor belonged to Pand-Auto which was established in 2015. The company was owned by the Chinese car manufacturer Lifan motors to offer rental of "new energy vehicles" (NEV). In 2018, Pand-Auto joined forces with the computer company Baidu about developing a service for self-driving cars, where the cars could drive themselves out to customers. The program was unsuccessful, but must have drained the company of money. At the same time, China experienced an over-establishment of car sharing services, probably stimulated by the fact that the Chinese state opened up subsidies for electric car-based car sharing. Then the parent company Lifan ran out of money, and Pand-Auto ended up in bankruptcy in May 2021. It is uncertain how many cars Pand-Auto had at its disposal at the time, but it could be about 10 (some say 000) cars placed over all of China. The pictures are from an open loop in Beibei where, after the bankruptcy, there were approximately 20 employees Lifan 330 EV. There were probably several similar collection points elsewhere in the country.

The authorities introduced restrictions
In 2018, several new app-based car sharing services were launched – from cars with drivers à la Über, to services where you pick up a car where you er, and leaves it where you arrive. During the same year, several large cities realized that the over-establishment could affect the existing taxi industry and traffic flow in general (reserved rental cars). Restrictions on licenses were therefore implemented at the same time as several newly established companies were still waiting for new cars to be ordered. Cars they were not allowed to put into operation. Several cars - both new and used - therefore went straight to "long-term storage" in anticipation of better times. Several are probably still there.

In the past there were bicycles…
]Something similar happened in China in 2016. New players also entered the market – this time to offer app-based bike rentals. When several large cities saw that they were being choked by too many bikes, measures were taken to reduce the number – in several cases more than halving the number of bikes. This meant that several open areas became dumping grounds for surplus bikes. In several places you can see bikes that are still usable, while others have been destroyed in compressed piles.
Use and discard?
I imagine that there are profit opportunities in redundant bicycles and electric cars - either as recyclable scrap or as reuse in the form of resale. The site where Pand-Auto's Lifan cars stood is now empty, although the problem persists elsewhere in China. New spaces are constantly being filled with cars from car-sharing companies and "Über" companies that have gone bankrupt. Many cars have been sitting for several years and may never hit the road. One problem in China is that the scrapping of cars is controlled by the state and their control apparatus. It is the state that decides when the cars are to be scrapped. It must be arbitrarily scrapped after a certain number of years - or if the condition is poor. Without knowing the rules in detail, getting "new" cars approved for scrapping/recycling seems to present problems.

Can this happen in Norway?
Many would perhaps argue that the over-establishment has already taken place – especially with regard to rentable electric bicycles and electric scooters. Car sharing is currently an Oslo phenomenon. The service that most resembles the cars in China is Vy's car sharing, which was discontinued in 2022. The cars could be picked up where they were, and left where you arrived. In accordance elbil24.no all 280 cars were returned to the leasing companies ALD og self-lease where they are now probably rented/leased to new customers. ALD already has several cars out with established car sharing companies such as Getaround og Rent. If a company like Vy's car sharing had been liquidated overnight without a return agreement, it is not inconceivable that a field outside the city would have been filled with monochrome Renault Zoes and Tesla 3s.
Although the car-sharing companies in Oslo notice competition from other companies, there is little indication that we can get Chinese conditions. Firstly, it is unlikely that Oslo or other cities will introduce measures that restrict car sharing - secondly, all the players are probably able to adapt the car fleet to the market. Here it is important that everyone operates with up-to-date cars of various types and brands, and can never be left with - say - 1000 identical cars.

Wouldn't it be nice if the car drove itself from the nearest parking space?
Elmo Clean, a car sharing company in Estonia, has developed a solution that can do just that. Elmo Remote is based on an operator at the car-sharing center remotely controlling the customer's car via an advanced game console that resembles a driving simulator. The solution uses the mobile network to communicate with the car.
Certifications
The Estonian company is the first in the world not only to launch a system for remote control of cars, but also to have it approved for public roads. So far, they have approved the system for the Nissan Leaf's first model and 3 operators are certified to drive remote-controlled cars on the road. The car sharing company states that 6 new operators will be certified in the near future.
Safety
Have you seen the TV commercials where it is suggested that the 5G network can be used for remote surgery? Fortunately, remote control of cars is not as demanding. Since the solution is completely dependent on the mobile network, detailed coverage maps are used, where the cars are prevented from ending up in places with poor or no coverage. On the console, the operator can read all information from the instruments, as well as monitor an indicator that shows the car's real deceleration. It is not so easy to dose the brakes when you cannot feel how they are acting.

Can be introduced in several large cities
Elmo Remote was recently presented at the Autonomy Mobility World Expo in Paris (22 – 23 March 2023). There is speculation as to whether this is a solution for the car sharing services in Paris and other major cities in Europe. Having the car delivered or driven back to a parking space if necessary will undoubtedly make it more practical to use car sharing. Seen in a larger perspective, car sharing can prevent cities from being blocked by parked cars and it can help increase the share of zero-emission vehicles.
In Norway?
In the Oslo area, car sharing has gained a good foothold. Right now it's Easter. Hyre, Getaround, Hertz car sharing and Bilkollektivet have rented out all (!) of their passenger cars in Oslo - a total of over 500 cars. Norwegian road authorities are unlikely to be the first outside Estonia to approve remote control of cars, but if Elmo Remote gets their solution approved by an international certification body, it can pave the way for them to also be approved here at home. Norwegian car-sharing companies are not unfamiliar with remote-controlled cars. A couple of years ago I took part in a survey where one of the questions was about how much it would mean to have the car delivered home. At the time, I could not decide on this question without knowing how the delivery was to take place. Should self-driving cars be sent into residential areas? Should the cars be delivered by fast drivers with foldable scooters in the trunk?
It is important to clarify that remote-controlled cars are far safer than self-driving cars, although self-driving functions can help make remote control safer.
A concept for several types of services?
In the UK, a couple of decades ago chauffeur services appeared that could drive people home from the pub in their own cars. If you had drunk too many glasses to drive yourself, you could call someone central who sent someone on a scooter to drive you home. The scooter was packed in the trunk during the trip.
Imagine if the concept of remote-controlled cars became standard in new cars. Then the workshop can pick up and deliver the car for service, or you can get an operator to drive the car home from a party.
Or the bailiff can pick up the car if the owner is behind on the installments?

Nabobil encourages you to contact 3 car owners at the same time in the hope of getting at least one offer. In 2020, it should be possible to create better solutions - and I think it will come soon.

Tesla 3. It's finally here! - And you can both rent and lease it on GoMore.
GoMore offers a service where you can lease a car for hire through the same portal. It is actually a great opportunity to take the step over to an electric car life.
Are you considering going electric?
Eventually, everyone will be able to use an electric car, but everyone must find out for themselves when the time has come to switch. Then a short test drive at the dealer will not do. There are online solutions that replace - or complement - traditional car dealers, such as for example GoMore. Here you will find the electric cars on PC and mobile. Rent a new electric car for a day or weekend. If you get hooked, you can lease your own - and then rent it out when you're not using it.
Electric cars are like fresh produce
Would you buy a three-year-old electric car with a winter range of less than ten miles? Hardly. Today's electric cars have twice as long a range. Some electric cars go three to four times as far, but there is a waiting period for them. Exactly the is the biggest reason not to buy an electric car. Put yourself on a waiting list of over a year for a car that is becoming obsolete, when it should be replaced? In a couple of years, ranges and charging times will be far better than today. This will be the case for many years to come, but we can't stop driving new cars, can we?

Lease and rent
GoMore was the first to offer "lease and hire" as an extension of private car hire. The service offers several types of cars, but focuses on electric cars, partly because these can be leased without VAT. Moreover, they top the sales statistics. Electric cars are not only suitable for leasing, but also as a rental car. No tank to fill, free municipal parking, no tolls - and last but not least - given all the uncertainty regarding future technology, it is wise to lease rather than buying. The concept of "lease and rent" is entering the car industry at full speed. Møller Bil og Hyre also offers this, among other things in connection with the sale of Seat. Several car chains have announced that they will offer similar services. The advantage of GoMore is that you can manage the entire "business" through the same portal.
Leasing is easy to calculate. Pure annuity calculation based on initial value, residual value, nominal interest rate and number of months. The rest are fees and supplements. The problem for the customer is comparing different offers. It will be like comparing "lobster and canary". Car dealers often advertise leasing with only one low monthly amount, while everything else is in fine print - or is omitted. The calculation is not complete until you get all the numbers on the table. But you get that not.
The leasing offers via GoMore include insurance and service. Some offers require initial rent, others do not. No information is given about the interest rate used, or other data basis for the leasing.
It's easy to like the Hyundai Ioniq Electric.
Hyundai Ioniq – A good example
Last weekend we rented a Hyundai Ioniq via GoMore. It was correctly priced and available nearby. The Hyundai Ioniq is a model that several thousand Norwegians have been waiting a long time for. Now it's all over the place. The Ioniq is a good example of a modern, well-equipped mid-range electric car. Hyundai has already come out with a brand new model, the Kona. It has twice the range of the Ioniq. But you may have to wait several months for it to be delivered. You can order the Ioniq via GoMore now and be on the road - and "in business" on the rental market - almost immediately.
Renting an electric car offers opportunities to drive longer trips, charge in different places with different plugs, drive economic and drive plain to see how it affects range. Driving an electric car provides a different driving experience than other cars. The constant and powerful torque. The total absence of engine noise, vibrations and noise. The weight distribution in the car. The possibilities to recover movement energy for extra kilometres. Modern driver assistance systems such as automatic steering and adaptive cruise control feel more natural in electric cars.
In the GoMore app, you can see which rental cars have been leased via the portal. It is about newer cars that have been acquired with a wholehearted desire to be rented out. Rent - like - lease?
The Hyundai Ioniq Electric is easy to like. The leasing price is 5 per month for a 900-month contract through LeasePlan with an annual mileage of 24 km including insurance and service. Assuming that you manage to cover 20 km a year, this gives a km price of 000 plus electricity. This is the same cost per kilometer that appears in the leasing industry's so-called "Red Book" of what the cars cost per kilometer. There, the Hyundai Ioniq ends up in 20th best place. The GoMore platform is designed to rent out the car you lease. If you live in Oslo-Bærum and rent out your Ioniq for NOK 000 (NOK 3,54 including insurance and service) per day, you will be able to rent out several days per month. Then you can go a long way in halving the leasing costs. So maybe you will also get others hooked on electric cars?

The greatest uncertainty rests on the residual value. The leasing companies can probably obtain a better selling price than the rest of us, on the day the car is to be sold on, - but will probably put in a "buffer" to cover risk. Oslo has now started earmarking public parking spaces for car sharing. The first places have already been allocated - to the Bilkollektivet's cars at Damplassen in Ullevål Hageby. The inauguration was marked with breakfast, coffee, cord cutting and more for residents and other interested parties.
Need reserved spaces due to resident parking
When Oslo municipality introduced resident parking in several places in the city, it became more difficult to operate organized car sharing, especially in places where cars were parked on the street. Electric cars and hydrogen cars can be freely parked within the residents' area, but the car fleet of the Bilkollektivet is not yet completely emission-free. Not yet. The City Council has therefore decided to reserve its own parking spaces for this purpose.

It is not certain that everyone is equally happy about losing public parking spaces, - but those I met at Damplassen were positive. Car sharing is definitely here to stay, and is on the rise.
Car when you need it
Director Morten Munch-Olsen of the Bilkollektivet says that members replace their own cars with car sharing. The car collective currently has 80 members in the area who use the allocated parking spaces. Without car sharing, there would have been perhaps 80 more cars in the area. The car collective's slogan, "Car when you need it", refers to one of the most basic needs to be able to replace one's own car. Imagine the following conversation at the breakfast table: "Are we the ones driving to football practice today?". After a few seconds, the car is ordered and ready to be picked up on the way from work. That's how it should work.

Car sharing is more than just car rental
Car sharing is often mentioned together with new services for car rental between private individuals. Renting a car through, for example Neighbor car does not cover basic requirements for car sharing. Few people can replace their own car ownership only with rental cars. It can be a supplement, but does not capture daily situations where you need a car for a couple of hours. When you find it's your turn to drive the neighborhood kids to soccer practice, you need to be able to unlock a car that afternoon—and return it three hours later—without spending unnecessary time searching and making appointments.
Not for everyone
If you live outside Oslo and need a car every day, you must have your own car. Are you to who need a car daily, you may have to have one to cars. That's just how it is. But if you live in an urban area, such as in Ullevål Hageby, you may not need a car every day. With car sharing, you don't have to think about looking for a parking space when you get home. You avoid EU inspection, service, repairs and tire changes. When you need a car, you get into a new, safe and environmentally friendly car. And the most important thing is that you don't have to be left with your beard in the mailbox when the car is to be sold, because you chose the "wrong" technology.

Great car park
The car collective's fleet mainly consists of new cars from Toyota, Peugeot and KIA. City cars, family cars, cabin cars and 7- and 9-seaters. In addition, they have cars that many are still queuing to acquire, such as the Opel Ampera and Jaguar I-Pace. Opel Ampera with ski box takes you to the cabin at Hafjell without charging. The I-Pace will soon be placed out and made available to members. In practice, the Ampera has a winter range of 300 km, while the I-Pace currently appears to be between 220 and 240 km. I spoke to a member of the Bilkollektivet who last weekend drove 240 km round trip to the cabin with the Ampera, and had 50 km to go. The friend, who drove the same distance with the I-Pace, had to charge.
Immediate access to car
If you are considering car sharing, I recommend trying several operators before possibly selling your own car. The most important factors are that there are actually cars where you live and/or work and that you can get a car when du need it, preferably immediately. Unfortunately, there are far too many situations in daily life that require immediate access to a car: The handyman, who was only supposed to arrive at two o'clock, is now standing outside your house waiting - and du is at work. Your "key child" is standing outside the house crying, because she has lost the key and no one is home. The part you ordered at IKEA has arrived. If you pick it up now, you can install the dishwasher already this evening.

Several actors
It is natural to compare Bilkollektivet with Hertz BilPool. According to Munch-Olsen, Bilkollektivet's turnover is approximately 3 times as large as Hertz BilPool's. Bilkollektivet operates as a Norwegian-owned cooperative. Hertz BilPool is not listed as a separate company in the Brønnysund registers. They invoice via Hertz car rental/First Rent a Car Norway AS so that the turnover figures are probably in their accounts. In reality, Hertz BilPool is entirely Swedish. On the owner side is none other than Volvo Personvagnar AB. The Swedish sister company Sunfleet Carsharing AB is behind the technical solutions - and the service phone seems to end up in Sweden.
Other players in car sharing are Hyre AS and ZipCar. Hiring is currently in the start-up phase. They have good IT solutions and rent out cars owned by the Møller Group as well as some private cars. ZipCar is owned by the investment company RAC Group which, among other things, is a franchisee for car rentals in Iceland. They collaborate with OBOS. The combination of housing association and car sharing can be a winning combination as several municipalities are now relaxing the requirements for the number of parking spaces if arrangements are made for car sharing.
This means, among other things, reserved parking spaces.

Terje's cars has tested the three largest car sharing schemes in the Oslo area, Hertz BilPool, Hyre and Nabobil. Two of the companies got a dice roll of five. The third got a three. It is the technology that separates them.
Plus for spontaneity - minus for car washing
The test emphasizes several factors. What the car park is like, how easy it is to order, how easy it is to pick up and return a car, and finally prices and excess. In practice, it is not only price and availability that determine the choice of a car sharing company. Something we ourselves place a lot of emphasis on is opportunities to book and pick up a free car spontaneously. Another important point is washing. Nobody washes their car after every trip, - and the paint doesn't benefit from it, either.

Hertz BilPool has placed cars in the entire StorOslo area and operates van rental at all IKEA stores in Norway. There is a good variety of brands and types of cars. They are rarely older than 1,5 years and are regularly looked after by the landlord. Rent
Hyre originates from the Møller Group. Therefore, the car fleet mostly consists of cars from the Volkswagen group, either placed out of Møller or by their private customers. Most of the cars are new, while others, privately owned cars, can be up to 5 years old. Rental cars are only located within Oslo's borders. Neighbor car
The cars offered through Nabobil are mainly private cars, and thus form an average of the Norwegian car fleet. There are a striking number of older cars. If you want to rent a – say, ten-year-old car – you can read previous renters' recommendations to find out what condition the car is actually in. Nabobil is established all over the country.

Hertz Car Pool
You can search for available cars both on the website and via the app. We prefer the website because the app did not cover all the rental locations for a while. The homepage works well. It is easy to find available cars. The car can be collected immediately after ordering. Pictures show make/model only - not the actual car. Rent
You can only order via Hyre's app. It works fine. It is easy to find a free car on the map. The car is displayed on the map in real time. When it appears, it is in place. There is a separate "Drive now" function where you can find cars that are available at the moment and how long they can be rented. The app shows a picture of the car you can actually rent and how much electricity or fuel it has. Neighbor car
Bookings are made via the website or app, and consist of chat messages between the renter and car owner. The entire ordering system is static, time-consuming and old-fashioned. In practice, it also works very poorly. Some car owners are slow to respond. Often the car is not available for booking, even if it is shown as available - or even "guaranteed available". Furthermore, the stated address often does not coincide with the car's home address. The concept is not suitable for ordering a car for immediate use.
Pick up car
Hertz Car Pool
You receive an SMS from Hertz BilPool five minutes before the car can be collected. It is intended that the car should be at the address given, but you are assured that the previous owner has returned in time and placed the car in the correct place. The car is unlocked with the membership card or by sending a reply to the received SMS. Inside the car, there is a damage form where you can see which damages have already been registered. If you discover damages beyond those noted on the form, you must call before starting the car, or you may be held responsible. The problem with the form is that it is sloppily filled in and difficult to see the notes. An online solution could have been created for this. Rent
The map in the app shows where the car actually is at the moment, and how much electricity/fuel it has. You run the App function "Unlock" when the car is collected. All communication between you and the car takes place via Bluetooth. Sometimes you have to try several times. There is no claim form.
